Heinz Doofenshmirtz is a tragic figure. He had a terrible childhood (Garden Gnome). He builds "Inators" to inflict his pain on the world.
But he is not truly evil; he is just **Unprocessed Trauma.** He wants to be seen. He is the cautionary tale of what happens when you use your genius for revenge instead of joy.
